To build and empower a nationwide network of trained and equipped Community First Responders who provide timely, lifesaving assistance before professional emergency services arrive through training, community engagement, emergency preparedness, and coordinated response.

Community First Responders Network (CFRN)

Short-Term Plan
Our immediate goal is to establish a network of trained and equipped community volunteers who can provide lifesaving assistance in vulnerable and high-risk locations before professional emergency services arrive.

Priority Locations

  • Deliver certified training in First Aid, CPR, Basic Life Support (BLS), emergency response, and disaster preparedness.
  • Recruit, train, certify, and support community volunteer first responders.
  • Provide trained volunteers with first aid kits and essential emergency response equipment.
  • Establish and maintain first aid points in schools, universities, hostels, boarding homes, marketplaces, communities, public institutions, and along highways.
  • Conduct community awareness and sensitisation programmes on emergency preparedness, injury prevention, and rapid response.
  • Develop local Community First Responder teams capable of providing immediate assistance until professional emergency services arrive.
  • Build partnerships with local authorities, healthcare providers, educational institutions, and community organisations to strengthen emergency preparedness.

Long-Term Plan

Our long-term vision is to develop a fully integrated, sustainable, and nationally recognised community emergency response system that strengthens emergency preparedness, saves lives, and supports professional emergency services across the country.

The System Will Include

  • A National Emergency Response Coordination and Dispatch Centre.
  • Ambulance and emergency medical transport services.
  • Fire prevention, fire safety, and fire and rescue services.
  • Search and rescue teams for urban and rural emergencies.
  • Water, flood, and swift-water rescue teams.
  • Road traffic collision response and vehicle extrication (car accident rescue) teams.
  • Community Emergency Response Teams (CERTs) operating nationwide.
  • A 24-hour emergency hotline and communication network.
  • The capacity to be among the first responders at accidents, disasters, fires, and other emergencies, providing immediate lifesaving care until additional emergency services arrive.
  • Ongoing training, certification, equipment, and professional development for community first responders.
  • Strong partnerships with hospitals, emergency services, government agencies, humanitarian organisations, educational institutions, private sector partners, and local communities.
  • A sustainable operational and funding model that ensures nationwide coverage and long-term impact.
